The purpose of the KBS Online website is to provide information of current interest, a calendar to assist all village organisations with their forward planning, and a discussion forum by means of a bulletin board facility. The website is provided primarily for the inhabitants of Kingston Bagpuize, Southmoor, Longworth and surrounding villages, but also for former residents, intending visitors and others interested in the area. 2. Website policy and content shall be controlled by a Website Management Group (WMG). 3. The Officers of the WMG shall comprise the Chairman, Secretary, and Treasurer. 4. The WMG shall comprise the Officers, the Webmaster(s), a representative of the KBS News committee nominated by that committee (to ensure close liaison between these two main channels of communication in the village), and up to two other members. 5. The Webmaster role shall preferably be held jointly by two individuals, but where this is not possible, a Webmaster and a Deputy Webmaster shall be appointed by the Managing Committee on a renewable annual basis. (The dual appointment is necessary in order to ensure continuity in the absence of the Webmaster). 6. The WMG will be responsible for the moderation of contributions to the Bulletin Board to ensure that no offensive material is published. 7. The WMG may at its discretion allow authorised officers of the various local organisations to post their own events on the calendar, but overall responsibility for the calendar facility remains with the WMG. 8. The KBSOnline website shall include information provided by the Kingston Bagpuize with Southmoor Parish Council in compliance with the council’s current publication policy. 9. The financial year shall run from 1 April, and an Annual General Meeting, open to all residents of Kingston Bagpuize with Southmoor, will be held in October each year. 10. All members of the WMG with the exception of the KBS News nominee shall be elected at the Annual General Meeting and shall serve for 12 months. The WMG may fill any casual vacancy by co-option until the next AGM. 11. The KBS News nominee shall also be elected annually to serve for 1 year, but this election will take place at the KBS News AGM. 12. The WMG shall meet at least twice in the year. Four members will form a quorum. 13. A bank account will be maintained in the name of KBS Online, under the control of the Treasurer. Withdrawals may be made on the signatures of any two of the Chairman, Secretary and Treasurer. 14. The Treasurer shall present to the AGM a statement of accounts approved by an independent external examiner for the year ended 31 March immediately preceding the AGM. 15. Special General Meetings (SGM) may be called by the Chairman, and must be called by him at the written request of ten or more residents of Kingston Bagpuize with Southmoor. Such a meeting must be held within eight weeks of the request, and will be open to all residents of the village. The agenda and any motions to be submitted shall be publicised prominently on the website for at least two weeks prior to the SGM. 16. This Constitution may only be altered at an AGM or SGM. Any alteration will be adopted only if supported by at least two-thirds of those present at the meeting. With the exception of amendments proposed by the WMG, notice of any proposed alteration must be given to the Secretary in writing, proposed and seconded, at least six weeks before the meeting. All proposed amendments will be published on the website as detailed in 15 above. 17.
